Bring sanity back to how the victor of a fight is decided, and quit penalizing the force multipliers who don't actually shoot anyone while they make the difference between victory and loss.

Also, people hate lose, so add a way to be able to mock them more than before is a very bad move if CCP want motivate players to leave high-sec. I won't be surprised if I see some null-sec go back to high-sec in fact...
Only PVP specialized players think that "carebears" don't want PVP or go to low/null sec only because of a risk/reward ratio. It is one reason but not the only one, and as they love stats, they can't understand people who hate them and can't see any of the problems that generate killmails.
And even if some players don't care of your stats, others ones will care of theirs. So killboards have an impact on the playstyle of everyone because they have to work efficiently to avoid any trouble. Some PVPers can tell me that it is easy to forget the judgement of other players or that it is easy to change corp, but as long as you can't control the diffusion of your kills/losses, you can't avoid every possible case...
Killmails are an annoyance as they encourage the fear of lose by keeping an history, and they remove the control of it from the concerned players. So... I hope that PVPers don't expect more players to go to null-sec with a move like this. If they hope for it, then they are just stupid (well, they are anyway ^^).
The sovereignty system and the old killmails didn't hurt enough the game, now there is worse...
